I have the honour to inform you that, from the

19th. March to the 6th. November while Mr. J. H. Kemp, Crown Solicitor, was acting as Puisne Judge during the absence on leave of Mr. Justice Gompertz, the post of Assistant Crown Solicitor was filled by the appointment of Mr. G. A. Woodcock, First Clerk to the Magistracy, and that Mr. R. H. Kotewall, Higher Grade Clerk in the Colonial Secretary's Office was appointed to act as First Clerk to the Magistracy partly in addition to his own duties.

From the 19th. March to the 18th. June, Mr. Kotewall drew the salary of his substantive post and from the 19th. June to the 6th. November he drew half the initial salary of his own post plus increments earned and half the initial sterling salary of the post of First Clerk to the Magistracy.

During this period Mr. Kotewall carried out the preparation of the Estimates for 1914 in addition to his regular duties, and to enable him to complete this important work satis- -factorily, to which he devoted much care and attention, he was obliged to work beyond office hours as well as on Sundays and holidays and I would therefore ask that his case may be treated as an exceptional one by granting him a bonus for the 4 months during which his half-pay was lapsing at the rate of $75 per month, this
